Learner drivers from cities are taking slots from people in rural areas, the DVSA has said. Loveday Ryder, the chief executive of the DVSA, told MPs that urban learners were increasingly booking up test slots at rural test centres as a means to avoid the huge delays faced at home.

She explained that when learners book slots, sometimes many miles from where they live, it gives them a better chance of securing cancellations through apps which use “online bots” to hoover up open slots. Speaking to a transport select committee session on Wednesday, Ms Ryder said: “The effect that we’re seeing in rural centres, which is concerning, and links back to the bots point, is that people book tests in other centres, where they are not [from], as a way of then hoping to get a cancellation in a more urban place.”The comments come as learner drivers in the country face record-long waits for tests, with learners waiting an average of 17 weeks between booking and taking a test.
In urban test centres, these waits are even longer, with learner drivers in London, Bristol, Glasgow and Manchester facing 24-week waits. A large part of these delays can be attributed to the backlog created by lockdowns during the Covid pandemic, which saw around one million tests cancelled.
These waits have led to what Ms Ryder calls a “black economy for driving tests” being created, with companies often using online bots to block book tests as they come up and sell them to learners at a profit. It has also seen the growth in cancellation apps, in which those with booked tests can sign up for a fee in the hope that they can secure a cancellation spot and trade it for their existing booked slot.

Ms Loveday explained that a noticeable number of people were now booking slots in rural test centres with open slots, so they could sign up for these apps in the hope of an earlier cancellation closer to home. She said often the cancellations did not materialise and the rural slots ended up being wasted because hopeful drivers turned up to their tests with the wrong type of car.“We’re seeing an evening out of demand in quite a strange way, and it’s another effect of the black economdy for tests,” she said.
The comments came after Greg Smith, MP for the rural constituency of Buckingham, said he was getting reports every week of local residents having to wait upwards of six months from nearby centres. It is currently legal to re-sell driving tests at profit, with roads minister Richard Holden admitting last month that the DVSA had “no control” over middlemen profiteering from the sale of driving tests. When asked if reselling should be made illegal, Ms Ryder said it was “something that would be interesting to look at” and would “help the DVSA enormously”.
She said she was surprised at the extent to which people would go to exploit the situation.
She added: “Just one example, we came across a phishing email sent out purporting to be from the DVSA, and asking driving instructors to send details of provisional licence numbers.“There are a lot of people out there who are trying to exploit the situation. And if we did have more ability to be able to do something, it would certainly be welcomed.”The body has started some enforcement action on accounts that breach its conditions, which includes barring users from using bots or selling tests at a profit.
